Instead of enforcing an "opinionated" best practice (like Linear would famously do 15 years later), Jira did the exact opposite. It embraced infinite configurability.
Jira gave project managers, scrum masters, and IT admins the tools to codify their exact corporate bureaucracy into the software itself.
- Need a custom issue type for "Hardware Defect"? Jira can do that.
- Need a rule that prevents an issue from moving to "In Review" unless the "Code Coverage" field is filled out and the QA Lead has clicked an approval button? Jira can do that.

Jira evolved from a bug tracker into a meta-platform—a visual programming interface for corporate workflows.

The Trade-off: Speed vs. Flexibility
This extreme plasticity came with a massive architectural cost.
Because every customer’s database schema was uniquely configured with custom fields and custom states, running fast database queries was notoriously difficult. The application became notoriously sluggish. Clicking a button often required a full page reload and complex backend validation checks against the customer's custom workflow rules.
Developers hated it. It felt slow, bloated, and restrictive.
But Jira wasn't sold to developers. It was sold to project managers, compliance officers, and CIOs. And to them, Jira was a miracle. It gave management complete visibility and enforced process discipline across thousands of employees.
The Unkillable Moat: Process Lock-in
By allowing enterprises to hardcode their workflows into the product, Jira created the strongest moat in SaaS history: Process Lock-in.
If a startup tries to rip out Jira and replace it with a faster, sleeker tool, they quickly realize they aren't just changing software. They are dismantling years of institutional knowledge. The new tool doesn't support the custom "Security Review" stage that the CISO mandated in 2018. It doesn't trigger the automated email to the legal department.
Replacing Jira becomes a massive change-management project, not a software migration. This is why Jira boasts incredibly low churn rates, even in the face of intense hatred from end-users.
